摘要
力图结合贵州省的县级社会经济条件背景,利用1979年以来3次全省森林资源连续清查数据、有关森工财务决算数据和林产品成本调查数据,进行历史对比和综合分析。讨论涉及该省林业经济运行中的税费、价格和土地利用等有关政策效果,并由此提出调整税收、实行木材收购价保护、完善土地使用权有偿转让政策等建议,以寻求解决林业发展活力和效率问题的办法。
Based on the background of the social economy of counties in Gui- zhou province,the author carries out the comprehensive analyses and com- parisons on the time series of data of the forest product cost,the final finan- cial accounts of forest industry and the continuous investigation of forest resource of the whole province three times since 1979,discusses the policy effects of tax,price,land utilization etc.in forestry economic operation in Guizhou province,and put forward the suggestions of adjusting tax, carrying out the protection of timber purchase price and completing the policy of paid exchange of land tenure so as to find out the measures to improve the efficiency and vitality of forestry development.
