林业投资项目社会评价理论及方法探讨

A PROBE INTO THE THEORY AND METHOD OF SOCIAL ASSESSMENT ON FORESTRY INVESTMENT PROJECTS

林业投资项目社会评价的主要目的是分析评价林业项目为实现国家社会发展目标所做贡献及其带来的影响。它具有宏观性、长期性、多目标性、间接效益多、定量难以及行业特征明显等特点。文章比较分析了国内外一些不同行业社会评价的理论和方法,借鉴了技术评价、经济评价和环境评价的理论和方法,并根据中国的林情和需要,对林业投资项目社会评价理论和方法进行了探讨和初步设计。

The main for the social assessment of forestry investment is to evaluate and analyse the contributions and influences to realizing the state objectives of social development,which will be brought and caused by the projects.IMacro view,long- term,multiple-purpore,more indirect benefit,hard quantification and obvious char- acter with profession are the specialities of the social assessment.By comparing, various theories and methods of social assessment produced in China and other coun- tries have been analysed in this paper,lesson from Technology Evaluation,Economy Evaluation and Environment Evaluation have drawn here and the basic design of the social assessment of forestry investment projects has also been completed according to china's forestry situation and its necessity for development.
