摘要
论述了企业缺乏活力的深层次原因,认为搞活的牵动点是产权关系明晰化。具体改革步骤:界定产权,逐步向资产承包制过渡,在此基础上实行政企分离,构建企业集团;逐步推行股份制,最终按资产的使用方向及资产经营效率的高低采取不同的所有制形式。与此同时,企业内部要从组织领导制度、劳功用工制度,收益分配制度与5个方面进行突破性改革。
The author discusses the profound causes of lacking vitality of ente- rprises,thinks that the focal point to solve this problem is to define property own- ership clearly.The reform steps could be as follows:a)define property ownership and gradually transfer to property contract responsibility system;b)on this basis, separate enterprise from administration agency and set up enterprise group;c)grad- ually implement share system,based on uses and management efficiencies of capitals, adopt different forms of ownership.Meanwhile,the breakthrough reformations inside enterprise should be carried out in several aspects of leadership and organization system,employment system,revenue distribution system and so on.
