摘要
在黄河流域实行可交易水权制度 ,很大程度上依赖于相关技术基础的建立和技术手段的完善。其中包括开发各种适用的水测量技术 ,建立引黄灌溉渠网水流量自动监测体系等。
Implementing the system of water privilege in trade in Yellow River basin is greatly depending on establishment of relevant technical foundation and improvement of technical measures. Certainly these include developing various flow measuring technologies of water and establishing automatic monitoring system in channelling Yellow River into irrigation canal network. The automatic meawuring technologies suitable for water flow in different canal and the automatic monitoring system based on short messages for irrigation canal network are introduced.
