本文在阐述水资源资产化管理的必要条件、基本内涵和主要特征的基础上,全面分析了干旱区实行水资源资产化管理的必要性与可行性,并进而提出其应达到的主要目标与应遵循的基本原则。

Based on the elaboration of the necessary conditions, basic connotations and major characteristics of capitalization management of water resources, this paper analyzes comprehensively the necessity and feasibility of exercising capitalization management of water resources and puts forth the main targets to be achieved and the essential principles to be observed.
