唐代的州过渡到明代的府，经历了三个阶段：一，唐、五代府的初创阶段，二，宋 代府的演变阶段，三，元、明府的确立阶段。其中宋是演变的关键，它又可以分为三个时期：一， 继承时期，宋大祖至哲宗（９６０－１１００）。二，大发展时期，宋徽宗（１１０１—１１２５）。三，持续发展时 期，宋高宗至度宗（１１２７—１２７４）。

That is, the succeeded stage from Song Taizu to Song Zhezong Period, the prosperous stage in Song Huizong Period and the sustainable development from Song Gaozong to Duzong Period.
