摘要
目前困扰贫困地区基础教育发展的矛盾主要有:有效供给与需求的矛盾、教育资源"备"与"用"的矛盾、办学主体责任与能力的矛盾、地方教育投入与收益的矛盾、社会教育观念与基础教育功能的矛盾、"教"与"学"的矛盾、"学"与"用"的矛盾、人们受教育的愿望与现实可能的矛盾。这些矛盾能够而且只能通过基础教育的体制转换和协调发展来解决。
Many conflicts are bothering the development of basic education in underdeveloped areas. A-mong them, most important are: conflict between effective supply and demand, between reservation and application of teaching resources, between responsibility and capability of schooling subject, between investment and profit of local education, between the awareness of social education and function of basic education, between teaching and learning, between learning and application, and between people's wish and reality to receive education . These conflicts can only be settled by the system transformation and balanced development of the basic education.
