A Tentative Discussion on Governmental Supports Needed When Absorbing Private Investment——Taking the BOT plan of Taiwan high speed railway as example

以台湾省高速铁路BOT方案为例 ,重点分析了台湾省政府在促成民间投资高速铁路中所发挥的作用及给予的支持 :一是给予法律保障 ;二是给予效益保障 ;三是给予契约保障。台湾省高速铁路吸纳民间投资的做法 。

Taking the BOT plan of Taiwan high speed railway as example, this paper focuses on the effects to promote private investment in high speed railway provided by Taiwan province government as well as its supports, namely: a) providing a legal indemnification, b) providing a guarantee of efficiency, and c) providing a contractual assurance. The practice of absorbing private investment for high speed railway development by Taiwan province government may serve as a reference when introducing private capital into the construction of railway as well as other infrastructures in China's other regions.
