我国公司注册中行政因素的评判与分析

The Judgement and Analysis of the Administration Factor in Company Registration in China

由于国情的不同,国与国之间的关系、国家法规、地方政府的地方法规以及对本土行业的保护等因素,在创业过程中,任何国家的任何组织或个人都会遇到一些壁垒带来的阻力。特别是在中国,由于市场经济体制的不完善,现代企业制度的不规范,创业时的行政壁垒就越发显得明显。具体地说,就是站在创业对立面并影响创业的政策法规、技术、规模、资源和价格等“防御工事”相对较多、较坚固。这些“防御工事”不仅反应出政府的管制多与办事效率低,而且直接决定公司创业的难度。文章拟从数学的角度,主要从效率上定性评判与分析我国公司注册时的审批步骤、所需时间、费用比年薪与注册资金底线等行政因素。

Because of the difference situations among countries as well as some factors, such as the statute of a nation, the code of local government and the protection of domestic industries, it is always the case that any organizations or individuals in any country will encounter some obstructions resulted from barriers when they start their businesses. Especially in China, there are obvious administration barriers because of imperfect market economy system and the inadequate criterion of the modern enterprise system. They are not only adverse to the start-up of businesses, but also unfavourably influential to the firm 'fortifications' such as laws and regulations, technology, scale, resource, price, etc. These 'fortifications' have some weakness, for example, they show too many regulations and low efficiency of government, and they make it more difficult to start a business. From the angle of mathematics, the author judges and analyses the administration factor in company registration in China, such as the steps, the period of time, the base line of bankroll and the proportion between cost and annual salary.
