面对知识经济的挑战 ,世界各个国家特别是发展中国家 ,都相继选择和确立了社会经济“跨越”的发展战略。这种“跨越”的发展战略 ,从根本上讲就是依靠创新型的人才培养、知识和高新技术产业化来实现的 ,而这些都是教育的结果。因此 ,社会经济的“跨越” ,高等教育必须优先发展。

Both of them are the result of education, therefore to take leaps in social economy, we should give priority to developing higher education.
