摘要
利用控制论的理论与方法讨论科技人员数量变化的动态过程及其特点。首先推导了以按工龄分组的科技人员总量为状态向量,输入科技人员数量为控制变量的数学模型。以此为基础,得出了科技系统是能控能观之结果及稳定性之充分必要条件。最后建立了科技系统的最优控制模型并指明了解法。
This paper discusses the developing process and the characteristics of the changes in the number of scientific and technical personnel with the method of control theory. First, it derives the mathematical model of the state vector in seniority groups and the control variable of scientific and technical personnel. And then, it obtains the result that science and technology system is able to be controlled and observed, and grives the neccesary and sufficient condition of stability. Lastly, it builds up the optimal control model of science and technology system and points out its solution.
