制定阶梯电价促进我国光伏发电发展的建议 被引量:2

摘要 光伏发电技术发展迅速,市场竞争力日益增强。我国预测电力供应缺口2010年约为37 GW,2020年预计为102 GW,未来我国的电力供应单靠传统的煤、水、核是不够的,只能由可再生能源发电来填补。从资源的数量、分布的普遍性、技术的可靠性来看,光伏发电比其它可再生能源更具有优越性,目前成本较高的障碍正在随着技术进步和大规模生产而减小,光伏发电将成为未来电力的重要构成是勿容质疑的。光伏发电是高速发展的朝阳产业,光伏发电具有良好的改善环境和增加就业的社会效益。发展光伏发电面临的主要问题是成本高与缺乏完整、有效的激励政策。本建议:①明确光伏发展的战略目标;②实行阶梯电价,制定扶持政策;③制定统一的可再生能源税收优惠条例和其它适用于光伏发电的税收和配套法规和条例。 In fact,the PV technology is developing rapidly and becomes more and more competitive. It is foreseen that there will be power capacity lack of 37 GW by 2010 and 102 GW by 2020 in China,which can not be filled up by traditional coal, hydro and nuclear power. It means that the gap may only be supplied by renewable power. From the point of view of quantity of the resource, geographical distribution and reliability of the technology,PV has advantages than others. The obstacle of the high cost is reducing along with the technology improvement and the scale of mass production. It is no doubt that the PV will play a very Important role in the future power sector. The PV industry is a raising industry,and it has a sound environment and social benefits. Therefore, this article proposes that it should:1)setting up a clear strategic target for the PV development;2)through implementing various level of tariffs,collect funds for cross subsidy to the cost of PV generation,and formulate the incentive policies and implementing scheme;3)issue other incentive regulations such as tax exemption,and favorable financing environment.
