调水工程水权计算方法研究

Study on the Water Right Distribution Method in the Water Transfer Project

根据水权的基本理论,结合调水工程的特点,提出分时段水权的概念。在分析影响水权分配的主要因素后,把调水水权分成用户投资获取的水权和国家水权再分配两部分,概念清晰,易被接受,在此基础上建立了调水水权再分配计算的数学模型,利用混沌优化方法进行优化计算,求解精度和可靠性较高,最后给出了计算方法的应用示例,获得了较为合理的结果。

Based on the theories of water right, The characteristics of the water transfer project are analyzed and the concept of divided water right by time is proposed. After consideration of some main factors affecting water right distribution, the customer's water right in water transfer project is divided into two parts, one is by investment, another is the government's water right re-distribution.This computation method is easy to understand and accept. A chaotic optima model is used to solve the optimization problem, which has both high accuracy and reliability. Finally an example demonstrates the feasibility of the model and satisfying result can be made.
