人力资本:现阶段地区经济差距拉大的首要因素

HUMAN CAPITAL: THE LEADING FACTOR TO BROADEN ECONOMIC DIFFERENCE IN AREAS AT THE PRESENT STAGE

近二十多年来,伴随着经济的快速发展,我国中西部地区与东部地区经济发展差距、居民收入差距和生活水平差距逐步拉大。笔者采用回归分析方法分析地区经济差距产生和发展的主要原因———人力资本因素,在此基础上提出了切实转变观念、加大教育投入、利用信贷手段、合理配置人力资本、加大农村人力资本投资等政策建议。

In the past twenty years or so, the gap of economic development, resident income and standard of life between the Mid-Western part and the Eastern Part of China has been broadening, which is bound to follow the rapid advance in economy. The author analyses the major reason — human capital factor, which results in the cause and the development of economic difference in areas by means of the regression method, on the basis of which the author makes some policy suggestions, such as solid change of modes of thought, increase of the education investment, utilization of credit means, reasonable disposition of human capital, augment of human capital investment in the countryside, etc.
