试论乡镇政府管理体制的改革

On the Reform in the Administrative System in Villages and Towns

农村社会经济文化的发展客观上要求有与之相适应的能推动其发展的基层政府体制 ,而建立于计划经济基础上的我国乡镇政府体制 ,却表现出诸多与农村经济和社会发展不相适应的方面 ,需要进一步明确职能、加强权力监督、强化统一管理和提高人员素质 ,以推动农村各项改革的深入和各项事业的发展 。

The development of rural economy and culture requie the governmental system at the grass-roots level fiting and pushing it,but the administrative system in villages and towns based on the planned economy do not serve its needs in many respects.We must further make clear the duty and function of the government in villages and towns,strengthen power supervision,intensify unified management,raise the quality of administrative staffs.
