加强党的执政能力建设是党的建设的一项重要任务。欠发达地区县级领导班子的执政能力与现实要求还有一定的差距,在强化能力建设中,应突出个性特点,在目标、定位、措施、方法诸方面不搞"一刀切"。

Strengthening the Party's abilities of administraton is an important task of the party's construction. In fact, the abilities of administration of county leading group in underdeveloped area is not satisfying, so we should lay stress on the key points during the construction of abilities. And the aims, evaluations, countermeasures and ways should be diversification.
