随着市场经济的发展和我国住房体制改革,私有住房越来越多,业主们的权利意识也在逐渐增强,旧有的物业管理方式的弊端日益显现,为了规范物业管理活动,维护业主和物业管理企业的合法权益,国务院制定了《物业管理条例》。但是,对于决定业主权利行使的业主投票权问题仍未具体明确,有必要进一步加以探讨。

With the further development of market economy and the structural refor m of the housing system,private houses are becoming popular in China.The problem s of the old management system are more and more obvious with more people are re alizing their rights as owners.With the purpose to guide the property management activities and to protect the rights of the owners and the enterprises,the Stat e Council enacts 'The Statue on Property Management' in 2003.The voting right,ho wever,which is one of the key rights of the owner is not accurate yet and needs further discussion.
