The Foreign Policy of the Federal Republic of Germany: Some Characteristics and the Causes

第二次世界大战后,联邦德国对外政策与战前具有不同的特点,这就是实行与西方体系结合的方针,坚持德法和解合作和欧洲一体化,置身于多边国际体制之内谋求发展,以贸易立国而突出经济外交等。这些特点源自多种因素,其中有当代国际环境的制约,大战历史的影响,冷战背景下的政治意识形态取向,德国经济结构外向型的特点,以及德国对历史的正确反思和走和平发展道路的决心。德国统一后,其对外政策在变化中仍然保持着连续性。

In comparison with the pre-war Germany there appear some characteristics in the foreign policy of the Federal Republic of Germany. Among them are the following: integrating with the Western system, promoting German-Franco reconciliation and cooperation and the European Unity, joining and acting in the multilateral international regimes, emphasizing the economic diplomacy, etc. The causes for them are the restricts of the international conditions, the consequences of the world wars, the political and ideological orientation in the cold war, the out-ward looking structure of the country's economy, the reflections on the historical lessons and the determination to go a peaceful way. The continuity remains while changes take place in the foreign policy of FRG since the unification.
