摘要
在众多大型国际发展项目中,妇女参与是项目获得与实施的话语需求。这些项目在实践中一般由行业部门按专业领域实施。行业实施部门在与其他部门如妇联组织的合作中存在对资源与权力的竞争,他们往往邀请妇联组织出席项目的各种活动,但并没有对妇联组织实行真正的资源赋权,因此妇联组织在项目中并没有真正参与,只是被动地参加。妇联组织与行业实施部门在项目实施中有明显的互补作用,应赋权妇联组织共同参与发展项目。
Among the numerous large-scale international development projects, women's participation is a requirement, in speech, for the acquisition and implementation of the projects. These projects, generally in practice, are implemented by concerned departments of specific sectors. In their cooperation with other departments, such as women's federations, the implementation departments will encounter competition in resources and power. So they often invite women's federations to attend project-related activities, but without giving women's federations real power in terms of resources, making women's federations act only as a passive role. Women's federations and implementation departments being mutually complementary in project implementation, it is necessary to empower women's federations to jointly participate in the development projects.
