加强农业 ,发展农村经济 ,增加农民收入 ,是当前经济工作的重中之重。解决“三农”问题必须做到标本兼治 ,立足于统筹城乡发展 ,着眼于制度建设。农业制度建设应以市场为基础 ,强调政府的组织作用和科技创新的推动作用 ,从而构建以基本经营制度、市场体系和支持保护体系为总体框架的农业制度建构 。

Enhancing agriculture, developing countrysid economy and increasing peasants' income are the most important problems of current economic work. To solve these three problems, it is essential to root cause and symptoms, to be based on whole planning of urban and countryside development, and to focus on systematic construction. Establishment of agricultural system should gain a foothold on market, and emphasize organizational function of government and promotion of scientific and technologic innovation. Then it's possible to build they agricultural system whose framework is basic distribution system, market system and supporting proction system. Agriculture and countryside economy can achieve sustainable devecopment.
