加强党的执政能力建设和巩固党的执政基础都是贯穿执政党建设始终的重大问题。党的各方面建设 ,最终都要体现到加强党的执政能力上来 ,体现到巩固党的执政基础上来。党的执政能力高低 ,在很大程度上决定着党的执政基础的巩固程度。因此 ,应将加强党的执政能力建设和巩固党的执政基础统一于执政党建设的实践中 ,通过加强党的执政能力建设 。
