The new reform of basic educational courses points out definitely that the evaluating system boosting the unceasing development of students, teacher and courses, i.e. the developing course evaluation system, should be established, which not only reflects the new requirements of national competence education on course evaluation, but also is in conformity with the trend of the development of the international course evaluation. This paper will have an explanation on basic idea and athletics teaching how to cope with every link in the developing evaluation on students, which will make the reform of the course evaluation become practical from an idea.
