The Influence of Participating Political Culture on the Execution of Public Policies

参与型政治文化是指社会公民通过一定的方式直接或间接地参与和影响公共政策制定及其执行过程中所形成的对公共政策系统的政治参与思想、心理和道德习俗规范等的总和。在公共政策执行中,参与型政治文化的建设与完善有利于促进公共政策执行的民主建设、廉政建设和法制建设;有利于提高公共政策执行对目标群体的需求偏好的有效回应,并确保政策执行主体重视公民政策权益的权威分配和公正落实;因而有利于提高公共政策执行的有效性,最终促进政策目标的有效实现。

When citizens participate in and affect the establishment and execution of public policies by some way directly or indirectly,there will form some thought, mentality and code of morality custom of political participation ,which means participating political culture. During the execution of public policies,building and improving participating political culture is beneficial to accelerate the building of democracy,legal system and incorrupt governance and advance the valid responses of the target groop's need. And it can also insure that the policy executors attach importance to the authoritative distribution and just fulfilment of the citizen's rights and interests. So it will be good to advance the validity of the execution of public policy,and finally accelerate the valid realization of policy aim.
