对陆良县公安局创建驻村联勤警务模式的思考

Views on Establishing Rural Policing Model by Luliang Local Public Security Bureau

陆良县公安局自 2 0 0 2年开始 ,在全省率先进行农村派出所改革 ,创建“驻村联勤警务”模式。 1 实现了农村派出所警务职能从管理型向服务型转变 ;2 密切了警民关系 ;3 维护了辖区社会稳定 ;4 激发了民警工作积极性。其艰巨性 :1 警力不足 ;2 警务室条件艰苦 ;3 联防人员面临全面清退 ;4 民警工作量大 ,长期得不到休整。

Luliang Local Public Security Bureau launched reforms in rural police stations and created a new model of Yunnan. The model can be concluded in the following: transferring the function of policing in the rural police stations from management to service; connecting the police with the public closely; maintaining the security of community well; inspiring the initiative of the police. Meanwhile the reforms are in face of some difficulties: not enough police force, tough condition, the unemployment of hired security personnel, too much work and too short rest for the police.
