对权力的探析

Probe into Power

任何权力都有一个获得、承认和行使的过程,获得权力后,要通过一定形式、实际地对他人和组织及相关财富进行控制和支配。权力作为一种支配力量,有不可替代的功能。无论是个人权力还是集团权力都担负着维护个人和集团利益的功能。因此,对权力必须实施有效的制约和监督,以解决权力失控、决策失误、行为失范等问题,否则必然导致滥用和腐败。

Any power undergoes a process of obtaining acknowledgement and usage.In practice,after obtaining power,people will control and make use of a person or a group and their wealth.Power has an irreplaceable function as a tool.Whether person or group,power serves to maintain their interest.Therefore,power should have effective control and supervision.The problems of loss of control,fault in policymaking and lack of caution in practice must be solved.Otherwise they will surely lead to abuse and corruption.
