适应入世后政府转变职能的要求 ,积极推行领导干部职务消费货币化改革 ,是改进政府行政管理方式、降低行政运行成本、提高行政效率的一种有效举措 ,要加强政府自身建设 ,转变政府职能 ,必须首先加快权力运行管理的规范化、制度化建设。推行领导干部职务消费货币化改革 ,将隐性的权力消费公开化 ,模糊的职务消费标准具体化 ,可以有效约束政府工作人员职务消费行为 ,增强领导于部廉洁意识、转变干部工作作风 ,提高政府行政效能。

To meet the need of the function alteration of governments at different levels after China's entry into the WTO, pushing forward the capitalization of post-related consumption by executive officials is an effective approach to improving the management mode of the government, lowering administrative cost and raising the administrative efficiency. So as to strengthen the government' s self-construction and altering its functions, it is necessary to expedite the construction of regulations and systems for the management of the exercise of power. The capitalization of the consumption by executive officials can make the implicit consumption explicit, and the obscure consumption distinct. Therefore, it will effectively constrain the consumption of government officials, enhance their consciousness of integrity, and alter their working style and consequently the government administrative efficiency will be improved.
