在明确界定投资软环境概念的基础上,从法规政策、创业文化、社会信用、行政管理、人力资源和市场条件六个层面,理论遴选了60个评价指标组成了国家高新区投资软环境评价体系,运用隶属度分析、相关分析和鉴别力分析等方法对理论遴选的评价指标进行实证筛选,构建了一个包含了目标层、准则层和指标层三个层面24个评价指标的国家高新区投资软环境评价系统。
