摘要
目前,我国中小企业人才不足,劳动力素质低下,究其原因,从企业内部来看,是人力资源开发与管理水平较低,企业有效的价值体系及员工绩效评价体系没有完全建立,引进、培养、使用人才缺乏相应的机制,中小企业社会地位低下,福利待遇和发展预期等方面对人才的吸引能力弱。据此,必须把企业的人力资源管理战略与企业文化建设有机结合,建立和完善绩效考评体系;建立良好的人才引进、培养机制,实施"能本管理"创新;进一步促进竞争,实行福利沉淀制度和授权制度,建立相应的激励、约束机制。
Nowadays Chinese small and medium-sized enterprises are of talents, low level of labors qualities and development and management of human resources. The enterprises have not completely established the efficient value system and the system for evaluation employees' achievements and effects, and lack the corresponding mechanism for introducing, cultivation and employing talents. On these grounds, the enterprise must organically combine the strategy of human resource management with cultural construction; establish the efficient mechanism for introducing and cultivation talents; carry out the innovation on 'managing employees on the basis of their talents'; and establish the corresponding mechanism for motivation and restraining employees to promote the competition between employees.
