Through the primary discussion on enterprise human resource management, the conclusion that with the improvement of macro-economy and the development of enterprise economy, the idea of 'valuing the talented personnel and making people the center' has already extensively accepted, the talented personnel have been becoming a key point for enterprises to establish competitive advantage and hold opportunities of development, and in order to be developed, an enterprise should, combining with local actual conditions, work out corresponding talent policy, which should be uninterruptedly modified and improved in practice is got in this paper.
