Changing Irrigation Pattern in Lower Reaches of Yellow River and Making Rational Use of Yellow River Water Resources

为了促进黄河水资源的合理、高效开发利用 ,通过分析黄河下游引黄灌区现状灌溉模式存在的主要问题及日益短缺的黄河水资源供需形势 ,提出了引黄灌溉的发展方向和应采取的主要措施 ,如 :建立和完善科学合理的水价形成机制 ;建立“准水权市场” ,促进水权有偿转让和流动等。

For rational and efficient development and utilization of Yellow River water resources, analyzes the major problems of current irrigation patterns of Yellow River irrigation district, increasingly severe unbalance between water supply and demands. The developing direction and key measures should be taken in Yellow River irrigation district are proposed, e.g. developing and bettering scientific water pricing mechanism, establishing quasi water rights markets and enhancing water rights trade and transfer.
