A Review of Chen Liang's Financial Thoughts

陈亮的财政思想是针对南宋政府持续严重的财政危机和各种弊端提出的,其重点包括管理体制改革、政府支出控制、中央与地方的财权分配、百姓财力与国家财政的关系等方面,目的是想尽快改变现状,实现国家富强,从中表现出强烈的现实性和变革意识。

It was in the light of the serious financial crises and malpractices of the Southern Song (1127-1279) government that Chen Liang put forward his financial thoughts, which involved the reform in the management system, the control of the government's expenditure, the distribution of financial authority between central and local governments, the harmony between the people's financial resources and the government's financial administration, etc. Aiming to change the current situation soon and to achieve prosperity of the country, Chen's thoughts were obviously pragmatic, manifesting a strong consciousness of reform.
