An active advocator of collective security, Nicolae Titulescu (1882-1941), former Romanian minister of foreign affairs, successfully strengthened the cooperation of the Little Entente, broke the stalemate in Soviet-Romanian relations, established the Balkan Entente, and obtained a remarkable reputation for his opposition to the Rome Convention signed between Britain and France on one side and Germany and Italy on the other in 1932. His achievements on the diplomatic stage of Europe exceeded ordinary foreign ministers from any other small countries, and his influences went far beyond his own country.
