The Elementary Discussion on the Legislation System in the Leased Territory of China

中国租界基本概况,中国租界的立法形式和立法主体立法形式主要包括法令、“基本法”、行政法规3个方面;立法主体主要包括政府、公使、领事、纳税人会议、工部局董事会等5个层次。

The basic general situation in the Leased Territory of China, the legislation form and legislation main body in the Leased Territory of China, the legislation forms mainly include the contents on three aspects such as the laws and decrees、“basic law”and the administrative rules and regulations; the legislation main body mainly includes the government、envoy、consul、taxpayer meeting and the board of directors of the trade union section bureau at five different levels.
