摘要
本文提出：要坚决大胆地放开放活国有小企业，并勇于承担由此造成的改革成本；政府要放开不该管的事，把应该管而未管好的事做好，尽好服务之责；放开国有小企业就是要使其从旧体制下解放出来，进入市场经济大天地；“放小”要加强试点，从实际出发，因地制宜；“放小”必须放到实处。
AbstractThe small state owned enterprises should be freed from the present system, which poses barriers to their development.The government(s) is supposed to let the enterprises have the right to manage their own business.The “freeing” job should be conducted at selected points first and according the local situations, avoiding any kind of formalism.
