试论预警理论在公路灾害防治管理中的运用

Application of Forewarning Theory in Highway Disaster Prevention Management

首先分析了我国现有的涉及公路灾害管理的相关理论研究的局限性,然后基于对高速公路灾害管理现状的实证调查,论述了开展公路灾害预警管理研究的必要性。接着,对预警新功能在现有公路运营机制进行了设计和运用。论文还对公路灾害预警管理系统的运行模式作了构建。

To prevent highway disasters is an important research in highway management. Due to the limitation of current management theories and management level, that the forewarning theory should be introduced to the highway system to effectively prevent and control the problems is put forward. The limitation of current theories concerned about highway disaster management is analyzed. Based on investigation of administrative actuality of the highway disasters, the necessity to research on highway disaster forewarning theory is presented. New functions of forewarning are designed and used in the present highway operating mechanism. The operation modes of highway disaster forewarning system are constructed.
