资源供给是经济社会发展的重要保障。建国以来,我国经济增长付出的资源消耗代价巨大,主要表现在自然资源消耗速度过快、消耗量过大,自然资源利用效率较低,利用结构不尽合理,自然资源过度消耗引发了严重的环境问题。我国在21世纪前期自然资源供需形势十分严峻。构建绿色GDP核算体系,是促进自然资源的合理开发利用在制度创新方面的切入点,当前绿色GDP核算体系的理论研究和实践已有一定进展,要进一步采取有力措施,须尽快建立绿色GDP核算体系。

Resources` supply is important to ensure the economic development.It is huge that our country economic increase paid out the cost of the resources exhaustion since our country is founded. It mainly shows: the exhaustion of natural resources speed is too rapid and amount is too huge; the utilization rate of natural resources is low; the utilization structure of natural resources is inreasonable; the grave environment question have been touched off by the excessive exhaustion of natural resources. The position of natural resources provide is quite grim in 21 century early days.Building the green GDP accounting system is the entrance that promoting the natural resources exploitation and utilization in system innovation. The theory researching and practice of green GDP system have made some progress in present. We should quickly take powerful measures and build green GDP accounting system.
