我国人口资源丰富,然而中小企业人力资源匮乏的问题却很突出.究其原因是由于我国人才孵化系 统中的缺陷即各投资主体存在的各种问题.要将丰富的人口资源转化为人力资源(人力资本),解决中小企业 人力资源缺乏的问题,必须健全和完善针对中小企业的人才孵化系统,建立国家、企业和个人 三位一体"的人 才孵化系统.
Most small and middle-sized enterprises of China are faced with a challenge of lacking human resources. The challenge results from the faults in the talent incubating system for small and middle-sized enterprises. To transfer big population into human resources for the small and middle-sized enterprises, it is urgent to optimize the talent incubating system for the small and middle-sized enterprises and design an integrated talent incubating system of government, enterprises and individuals.
