中国林业产业发展中几个问题的思考——兼论对《中共中央国务院关于加快林业发展的决定》相关方面的认识

Thoughts to Several Issues in China’s Forestry Development--Understanding to Decision of the CPC Central Committee and the State Council Concerning Accelerating Forestry Development

文章结合《中共中央国务院关于加快林业发展的决定》分析了我国林业生态建设和产业发展两者之间的关系。重新认识了林业发展中“生态优先”与产业发展的关系、以及政府在林业产业发展中的作用。认为在林业产业发展中政府应退出其管理职能。大力促进和引导各种、各层次的行业管理协会自主发展；为产业发展创造一个公平竞争的环境，使林业获得长足的发展。

In the light of Decision of the CPC Central Committee and the State Council Concerning Accelerating Forestry Development, the article analyzes the relation between ecologic construction and industrial development of China's forestry and recognizes the relation between 'Ecology First' and Industrial development as well as government's functions so as to realize considerable achievement.
