政策性海外投资保险制度之辩——关于美国OPIC的讨论及对我国的启示

Government-related Overseas Investment Insurance System:OPIC in U.S and Its Implications for China

自从20世纪90年代以来,中国对外投资迅速发展,建立中国的海外投资保险制度呼声很大,但是很少涉及反映政策性海外投资保险的有关观点。本文分析了各种支持或反对美国海外私人投资公司(OPIC)及政策性海外投资保险制度的观点,在就业与国民收入、公司福利与社会公平、和私人部门的竞争与合作等重大方面进行理论分析,并得出对我国建立海外投资保险制度的启示。

Being consistent with China' zooming overseas investment,the re quest to establish the Overseas Inve stment In-surance(briefly“OII”)system in China is earnest since the 1990s,but there are little papers about the negative effects of OII system offered by govemment in existing studies.This essay analyzes both the supporters' and the objectors' viewpoints of OPIC and the OII system offered by gov emment in following aspects:employ ment and GNP,corporation welfare an d social equi-ty,cooperation and competition with private sector,etc.and finally br ings out the revelations about how to establish the OII sys-tem in China.
