Chinese Communist Party is a delegate of the fundamental interests of the broad masses in China, which decides the CCP's administrative idea of people first. At present, China faces two inconsistencies: the inconsistency between the development of economy and society; the inconsistency of market economy and political democracy. This makes the new central leading collective's behavior is close to common people, limits the authority and pay attention to the rule of virtue.
