摘要
新时期,实现依法治权就要以依宪治权为总纲,实行以权力制约权力、以权利制约权力、以道德制约权力,同时努力提高公职人员的法律素质并加强社会舆论的监督。
In the new era, controlling powers by the Constitution taken as the general program is the way to realize legal control over powers. That is to let powers self-restricted, let rights restrict power, let moral restricts power; and at the same time, improve the legal quality of government staffs when enhancing the effects of public opinions via supervising.
