Under the current historical condition, culture closely intermingles with economy and politics; it exerts an ever more important position and role in the competition of comprehensive national power. Cultural strength is solidly embedded in the vitality, creativity and cohesion of a nationality. The vigorous development of socialist advanced culture, while constantly promoting cultural innovation, remains the major content area of building an all-around well-off nation, and also a graphic embodiment of practicing the concept of scientific development.To abide by the views of scientific development and putting people first, we must give top priority to cultural construction. To begin with, we must imbue people and raise their standards with an advanced civilization; secondly, we must satisfy the people’s ever increasing needs in spiritual and cultural life; and thirdly, we must uphold people’s basic right to cultural creation.
