区域经济合作和区域经济协调发展的一个关键问题是政府包括中央政府和地方政府干预行为的适度与科学。我国政府在区域经济合作发展中的干预不当主要表现在中央政府的优惠倾斜政策、地方政府利益短期化、干预成本太高、市场障碍等,各级政府要通过树立科学的发展观,强调法治经济观念,找准位置,转变职能,充分发挥市场的基础作用等来实现区域经济协调可持续发展。

The key issue about regional the economic co-operation and its construction and development in uniform is the suitable and scientific conduct from the government.The improper conduct guiding the local economic development and co-operation is as following as that the preferentical policies from the Central Government is distributed uneven; the short-term benefit from the local government; heavy cost of managing and obstacle of market.The scientific development outlook for governments at all levels should be established on the basis of the legal concept full played in case of the regional economy being co-ordinatd and sustainable development.
