摘要
2003年无疑是国际恐怖事件高发年,各种恐怖袭击后果极为严重,造成人员和财产损失惨重。国际恐怖主义正日益成为危害人类社会和平与发展的毒瘤。引渡制度作为打击跨国犯罪的一种重要手段,在对抗国际恐怖主义方面发挥了极其重要的作用。各国只有在国际法准则的指导下加强国际法律合作,共同去清除国际恐怖主义这个危害人类生存的毒瘤,人类的明天才会变得更加美好。
The past year 2003 was undoubtedly the year when international terrorist incidents took place quite frequently. The results of those international terrorist incidents were so terrible that a lot of people and property suffered a heavy loss. As a result,the international terrorism ,a fatal tumor ,threatens the world peace and development for the mankind. However, extradition as an important means, plays a special role in cracking down cross-border crimes and fighting against international terrorism. In the meantime, all the countries should strengthen international legal cooperation to eliminate the international terrorism under the guidance of the principles of the international treaties and tomorrow will be a far better day for all mankind.
