从经济学角度看建立现代大学制度

Economic analysis of establishing modern college system

论述了我国要建立现代大学制度所面临的几个经济问题。概括了大学产权的内涵 ,完善大学产权应该实行 :政校分开 ;教育投资多元化、产权结构多元化 ;明确教育产权主体 ,落实办学自主权。通过美国实例说明了股份制是建立现代大学制度一种十分有效的新型模式。随着市场经济的到来 ,教育经费的投入必将是多元化的 :国家、地方政府和多渠道自筹 ,且投入方式将是产出拨款和质量拨款等激励性投入。论述了教育资源宏观配置和校内配置的特点及应注意的问题。

In this paper the author discusses some economic problems in the establishment of modern college system in China. Meanwhile, the author also summarizes the connotation of college property right and suggests separating the functions of the Party from those of college administration so as to improve the property right. The author comes up with the idea that educational investment and the structure of property right should be pluralistic and that the main body of educational property right should be clarified and the decision?making power of running school should be implemented. The American example illustrates that the share system is a new effective modern pattern in the establishment of modern college system. With the arrival of market economy, the educational investment should be diversified, including the investment from the central and local governments and self?funding through various channels. Moreover, investment pattern should be encouraging investment with production appropriations and quality appropriations. At lasst ,the author illustrates the macro?allocation of educational recourses and the characteristics of allocation on compus and the problems that should be heeded .
