Improving Administrative Capacity and Constructing Service-oriented Government

全面提高政府行政能力 ,应以构建服务型政府作为目标 ,以加强社会管理与公共服务职能作为核心内容 ,通过深化行政体制改革 ,实现政府管理观念、模式、体制、方法等方面的转型。同时 ,还要规范和培育各类非政府组织 ,为提高政府行政能力奠定良好的社会基础。

Given the tasks and problems facing Chinese government at current stage, we should define the goal of improving administrative capacity of the government as constructing a service-oriented government. To improve administrative capacity of the government, we should focus on strengthening the functions of government in social management and public service, and deepening reforms of administrative system. In addition, we also need to facilitate development of NGOs and exercise effective regulation on their behaviors.
