摘要
制定公务员法必须确定公务员的范围 ,在我国应当将公务员分为政务类、业务类、政党类和企事业单位类 ,这是构建公务员法基本架构的基础。本文探讨了中国公务员立法过程中急需解决的一些理论和现实问题。
