Re-inventing local government performance indicators by separating central government macro-control indicators from local government performance indicators is conducive to the establishment of a comprehensive economic and social development evaluation framework, which embodies the demands of scientific development. Central government macro control still needs GDP indicators. However, evaluating the performance of local government with GDP indicators can lead to many disadvantages. Therefore, GDP indicators need to be substituted by new indicators, i.e. GNP plus SCC indicators.
