农村土地使用权流转是现代农业发展的必然要求。但当前欠发达的农村地区有其特殊的经济社会条件 ,土地使用权的流转必须根据本地区的经济发展状况 ,因地制宜 ,稳步推进。

Transference of the right to use rural land is the inevitable demand of modern agricultural development. However, given that every underdeveloped rural area has its own peculiar economic and social conditions, the transference of the right to use land should be conducted in accordance with the conditions of economic development in different areas.
