文安县林板一体化建设的问题与对策

THE THOUGHTS ON THE CONSTRUCTION OF THE UNITED SYSTEM OF FOREST AND BOARD IN WEN′AN COUNTY

通过回顾文安县林板一体化发展的历程,从产业结构和外部环境分析林板一体化建设中存在着原料林基地滞后、缺乏优良的发展环境、林业科技含量低等问题,提出了项目带动、成立林业集团公司、建立完善的服务体系等措施。针对加快林业产业化,提出了调整内部结构、营造宽松的环境、完善林业分类经营管理体制等建议。

According to the developing experience of the united system of forest and board, the paper analyzes existing problems from aspects of industry structure and external environment in the developing process of the united system of forest and board, which include being backward in material base, the lack of fine environment of development, the low level of science and technology in forestry, et al. In view of existing problems, this paper presents some measures such as the adjustment of internal structure, the construction of fine environment, the construction of perfect system for forestry classification and management, et al.
